Jordan Citizenship by Investment in 2026: The Complete Guide

Jordan is a different kind of programme from the ones I usually explain. There is no donation and no fund: the money has to go into Jordanian shares, a working company or new jobs, and it has to stay there for three to five years. Below is what I could confirm on 28 October 2026 in the criteria of the Ministry of Investment, the Cabinet amendments of 15 July 2026, the Nationality Law of 1954 and the BRIDGES programme page.
The routes at a glance
| Route | Threshold | Jobs for Jordanians | Status first |
|---|---|---|---|
| Shares on the Amman Stock Exchange | JOD 1,500,000 | not required | citizenship |
| New project | JOD 700,000 in Amman, JOD 500,000 elsewhere | 20 in Amman, 10 elsewhere | temporary passport, 3 years |
| New stake in an existing project | JOD 1,000,000, of which at least JOD 500,000 in new fixed assets | at least 20% new jobs | temporary passport, 3 years |
| Existing investment | average JOD 700,000 in Amman, JOD 350,000 elsewhere, over 3 years | average 20 or 10 | citizenship |
| Medical warehousing or food logistics | JOD 3,000,000 per partner, 36 months of operation | 20 in Amman, 10 elsewhere | citizenship |
| Large employer | no capital threshold | 150 in Amman, 100 elsewhere | citizenship |
| Amrah City | JOD 1,500,000 | at least 20 | temporary passport, 3 years |
The dinar is pegged to the US dollar. BRIDGES uses about $1.41 per dinar, so JOD 500,000 is about $705,000 and JOD 1,500,000 about $2.12 million. The full breakdown is in the cost guide.
What changed in 2025 and 2026
The Cabinet adopted a new framework on 2 July 2025. It set the stock exchange route at JOD 1 million, capped the programme at 500 investors a year and said the policy would be reviewed every six months. On 15 July 2026 the Cabinet raised the stock exchange threshold to JOD 1.5 million with a five year lock, added Amrah City and made the Ministry of Investment the single reference authority for investors. The Petra news agency reported the same day that 681 investors had received citizenship since 2018.
The temporary passport
On the productive routes the investor first gets residency, then a temporary Jordanian passport valid for three years. Only after the authorities verify that the investment and the jobs were kept for three years is a recommendation made to grant citizenship. I explain each business route in the guide to new projects, existing businesses and Amrah City.
The family
The July 2026 criteria extend citizenship to the spouse, dependent daughters, unmarried sons under 24 at the time of application and dependent parents. Above JOD 2 million, sons under 30 are included with their spouses and children. Details and the question of dual citizenship are in the family guide.
The passport
Jordan is on the visa-required list of EU Regulation 2018/1806, so the passport does not open the Schengen area. The BRIDGES Passport Index of 4 October 2026 counts 50 destinations without a prior visa. The reason most clients look at Jordan is different: it is a treaty country for the US E-1 and E-2 visas. See the passport guide.

How BRIDGES works on Jordan files
BRIDGES starts with the route choice, because it depends on capital and sector, then runs a preliminary check of the source of funds and sanctions, prepares documents and the investment structure, places the investment and files through the Ministry of Investment. After filing, the work continues for three years: reporting, social security records and jobs. The decision is always made by the Jordanian authorities.
Who it suits
From my experience, Jordan suits entrepreneurs who want a real business in the Middle East, investors who need E-2 access to the US, and families who prefer an asset to a non-refundable contribution. It does not suit someone who wants visa-free Europe or a passport within months.

Questions and answers
Does Jordan have a citizenship by investment programme?
Yes. Jordan has granted citizenship to investors since 2018. The current criteria are published by the Ministry of Investment and were last amended by the Cabinet on 15 July 2026.
What is the minimum investment?
The lowest threshold in the criteria is JOD 350,000 for an existing business outside Amman with an average of 10 Jordanian employees. For a new investor the entry point is JOD 500,000 in a new project outside Amman with 10 Jordanian jobs, about $705,000.
Is there a donation option?
No. The 2025 and 2026 criteria list only investments: shares, projects, stakes, existing businesses and employment. BRIDGES writes that the Central Bank deposit and treasury bond routes were closed by the framework of 2 July 2025.
Do I get citizenship straight away?
On the stock exchange route, for existing investors and in the sectors with a 36 month operating record, citizenship is granted directly. On the new project, stake and Amrah City routes the investor first receives a temporary passport valid for 3 years and is recommended for citizenship after 3 years of compliance.
Can citizenship be lost?
Yes. The July 2026 criteria say that failure to meet any condition results in revocation of citizenship or cancellation of residency.
